available.<\/p>\r\n<\/li>\r\n<\/ul>\r\n<\/li>\r\n \t<li data-start=\"1083\" data-end=\"1654\">\r\n<p data-start=\"1085\" data-end=\"1118\"><strong data-start=\"1085\" data-end=\"1116\">Governor Newsom\u2019s reaction:<\/strong><\/p>\r\n\r\n<ul data-start=\"1121\" data-end=\"1654\">\r\n \t<li data-start=\"1121\" data-end=\"1276\">\r\n<p data-start=\"1123\" data-end=\"1276\">On July 25, 2024, Newsom issued an executive order urging both state agencies and local governments to move faster in clearing \u201cdangerous\u201d encampments.<\/p>\r\n<\/li>\r\n \t<li data-start=\"1279\" data-end=\"1554\">\r\n<p data-start=\"1281\" data-end=\"1309\">The order tells agencies to:<\/p>\r\n\r\n<ul data-start=\"1314\" data-end=\"1554\">\r\n \t<li data-start=\"1314\" data-end=\"1348\">\r\n<p data-start=\"1316\" data-end=\"1348\">Identify unsafe camps quickly.<\/p>\r\n<\/li>\r\n \t<li data-start=\"1353\" data-end=\"1417\">\r\n<p data-start=\"1355\" data-end=\"1417\">Give residents at least\u00a0<strong data-start=\"1379\" data-end=\"1399\">48 hours\u2019 notice<\/strong>\u00a0before removal.<\/p>\r\n<\/li>\r\n \t<li data-start=\"1422\" data-end=\"1472\">\r\n<p data-start=\"1424\" data-end=\"1472\">Offer them connections to services or shelter.<\/p>\r\n<\/li>\r\n \t<li data-start=\"1477\" data-end=\"1554\">\r\n<p data-start=\"1479\" data-end=\"1554\">Store any belongings for\u00a0<strong data-start=\"1504\" data-end=\"1524\">at least 60 days<\/strong>\u00a0so people can reclaim them.<\/p>\r\n<\/li>\r\n<\/ul>\r\n<\/li>\r\n \t<li data-start=\"1557\" data-end=\"1654\">\r\n<p data-start=\"1559\" data-end=\"1654\">He presented this as a way to act with \u201curgency and dignity\u201d while still keeping streets clear.<\/p>\r\n<\/li>\r\n<\/ul>\r\n<\/li>\r\n \t<li data-start=\"1656\" data-end=\"2132\">\r\n<p data-start=\"1658\" data-end=\"1691\"><strong data-start=\"1658\" data-end=\"1689\">The \u201cmodel ordinance\u201d push:<\/strong><\/p>\r\n\r\n<ul data-start=\"1694\" data-end=\"2132\">\r\n \t<li data-start=\"1694\" data-end=\"1804\">\r\n<p data-start=\"1696\" data-end=\"1804\">Back in May 2025, Newsom had already released a\u00a0<strong data-start=\"1744\" data-end=\"1769\">state model ordinance<\/strong>\u00a0for cities to adopt voluntarily.<\/p>\r\n<\/li>\r\n \t<li data-start=\"1807\" data-end=\"2021\">\r\n<p data-start=\"1809\" data-end=\"1829\">This ordinance bans:<\/p>\r\n\r\n<ul data-start=\"1834\" data-end=\"2021\">\r\n \t<li data-start=\"1834\" data-end=\"1898\">\r\n<p data-start=\"1836\" data-end=\"1898\">Staying in one spot for more than\u00a0<strong data-start=\"1870\" data-end=\"1886\">three nights<\/strong>\u00a0in a row.<\/p>\r\n<\/li>\r\n \t<li data-start=\"1903\" data-end=\"1963\">\r\n<p data-start=\"1905\" data-end=\"1963\">Building \u201csemi\u2011permanent\u201d structures like wooden shacks.<\/p>\r\n<\/li>\r\n \t<li data-start=\"1968\" data-end=\"2021\">\r\n<p data-start=\"1970\" data-end=\"2021\">Blocking sidewalks or other public access points.<\/p>\r\n<\/li>\r\n<\/ul>\r\n<\/li>\r\n \t<li data-start=\"2024\" data-end=\"2132\">\r\n<p data-start=\"2026\" data-end=\"2132\">The document encourages enforcement, but it also outlines shelter\u2011first outreach before issuing citations.<\/p>\r\n<\/li>\r\n<\/ul>\r\n<\/li>\r\n \t<li data-start=\"2134\" data-end=\"2470\">\r\n<p data-start=\"2136\" data-end=\"2178\"><strong data-start=\"2136\" data-end=\"2176\">How local cities are already acting:<\/strong><\/p>\r\n\r\n<ul data-start=\"2181\" data-end=\"2470\">\r\n \t<li data-start=\"2181\" data-end=\"2272\">\r\n<p data-start=\"2183\" data-end=\"2272\">San Francisco and Oakland began increasing sweeps right after the Supreme Court ruling.<\/p>\r\n<\/li>\r\n \t<li data-start=\"2275\" data-end=\"2388\">\r\n<p data-start=\"2277\" data-end=\"2388\">San Francisco, under Mayor London Breed, started citing people for refusing shelter when beds were available.<\/p>\r\n<\/li>\r\n \t<li data-start=\"2391\" data-end=\"2470\">\r\n<p data-start=\"2393\" data-end=\"2470\">Oakland has also stepped up camp removals, citing health and safety concerns.<\/p>\r\n<\/li>\r\n<\/ul>\r\n<\/li>\r\n \t<li data-start=\"2472\" data-end=\"2901\">\r\n<p data-start=\"2474\" data-end=\"2515\"><strong data-start=\"2474\" data-end=\"2513\">Criticism of Newsom\u2019s announcement:<\/strong><\/p>\r\n\r\n<ul data-start=\"2518\" data-end=\"2901\">\r\n \t<li data-start=\"2518\" data-end=\"2661\">\r\n<p data-start=\"2520\" data-end=\"2661\">Some political commentators, including Chronicle columnist Emily Hoeven, say this \u201cnew\u201d directive doesn\u2019t contain much that\u2019s actually new.<\/p>\r\n<\/li>\r\n \t<li data-start=\"2664\" data-end=\"2799\">\r\n<p data-start=\"2666\" data-end=\"2799\">Critics call it\u00a0<strong data-start=\"2802\" data-end=\"2901\">\r\n<p data-start=\"2804\" data-end=\"2901\">The executive order doesn\u2019t carry binding legal force over cities; it\u2019s more of a recommendation.<\/p>\r\n<\/li>\r\n<\/ul>\r\n<\/li>\r\n \t<li data-start=\"2903\" data-end=\"3324\">\r\n<p data-start=\"2905\" data-end=\"2953\"><strong data-start=\"2905\" data-end=\"2951\">Funding and pressure on local governments:<\/strong><\/p>\r\n\r\n<ul data-start=\"2956\" data-end=\"3324\">\r\n \t<li data-start=\"2956\" data-end=\"3122\">\r\n<p data-start=\"2958\" data-end=\"3122\">Since data-end=\"3243\">Newsom warned that cities failing to comply with best practices risk losing state funds or having grants withheld.<\/p>\r\n<\/li>\r\n \t<li data-start=\"3246\" data-end=\"3324\">\r\n<p data-start=\"3248\" data-end=\"3324\">This marks a shift toward using funding as leverage, not just encouragement.<\/p>\r\n<\/li>\r\n<\/ul>\r\n<\/li>\r\n \t<li data-start=\"3326\" data-end=\"3768\">\r\n<p data-start=\"3328\" data-end=\"3362\"><strong data-start=\"3328\" data-end=\"3360\">Pushback from local leaders:<\/strong><\/p>\r\n\r\n<ul data-start=\"3365\" data-end=\"3768\">\r\n \t<li data-start=\"3365\" data-end=\"3602\">\r\n<p data-start=\"3367\" data-end=\"3448\">The League of California Cities and the State Association of data-end=\"3768\">Homeless advocates say constant sweeps disrupt people\u2019s lives\u2014destroying connections to services, confiscating IDs, and making it harder for people to stabilize.<\/p>\r\n<\/li>\r\n<\/ul>\r\n<\/li>\r\n \t<li data-start=\"3770\" data-end=\"4239\">\r\n<p data-start=\"3772\" data-end=\"3813\"><strong data-start=\"3772\" data-end=\"3811\">Shelter data-start=\"4038\" data-end=\"4052\">3,200 beds<\/strong>, but still more than twice that number of people living outdoors.<\/p>\r\n<\/li>\r\n \t<li data-start=\"4123\" data-end=\"4239\">\r\n<p data-start=\"4125\" data-end=\"4239\">Some cities, like San Jose, have proposed arresting people who refuse shelter multiple times\u2014a controversial step.<\/p>\r\n<\/li>\r\n<\/ul>\r\n<\/li>\r\n \t<li data-start=\"4241\" data-end=\"4694\">\r\n<p data-start=\"4243\" data-end=\"4271\"><strong data-start=\"4243\" data-end=\"4269\">Impact of more sweeps:<\/strong><\/p>\r\n\r\n<ul data-start=\"4274\" data-end=\"4694\">\r\n \t<li data-start=\"4274\" data-end=\"4376\">\r\n<p data-start=\"4276\" data-end=\"4376\">In San Francisco, the number of tents visible on the streets has dropped to its lowest since 2019.<\/p>\r\n<\/li>\r\n \t<li data-start=\"4379\" data-end=\"4480\">\r\n<p data-start=\"4381\" data-end=\"4480\">Police have made more than\u00a0<strong data-start=\"4408\" data-end=\"4423\">760 arrests<\/strong>\u00a0for illegal lodging since the summer after the ruling.<\/p>\r\n<\/li>\r\n \t<li data-start=\"4483\" data-end=\"4586\">\r\n<p data-start=\"4485\" data-end=\"4586\">However, complaints about homelessness have gone up\u2014suggesting displacement rather than resolution.<\/p>\r\n<\/li>\r\n \t<li data-start=\"4589\" data-end=\"4694\">\r\n<p data-start=\"4591\" data-end=\"4694\">Many new complaints are about individuals without tents, often sitting or using drugs in public
